Rules and Regulations for the 2024 Boyne Bavarian Cup Tournament

FIFA Rules apply unless otherwise listed in these Boyne Bavarian Cup Tournament rules.

1.) Registration & Check-In:
All teams will be required to submit their 2024 Boyne Bavarian Cup tournament registration documents online only through our registration partner, SportsForms. Full details will be sent to team contacts once teams have been accepted and have confirmed attendance.

There will be no onsite registration or check-in at the tournament. As long as teams have received Approved status on their SportsForms registration documents, they simply need to report to their game fields in advance of the game start time.

Teams must provide the following during the online registration (please note: all rosters and player cards must be for the 2024/2025 soccer year):

For teams registered with the Michigan State Youth Soccer Association (MSYSA):
a.) Player Cards: official color copy of cards with a clear photograph of each player
b.) Official Team Roster: copy of your current official roster, signed by the league registrar
c.) Risk Management Cards: for all coaches & all other bench personnel (must not be older than one year at the start of the tournament)
d.) Heads Up Concussion Certificates: for all coaches & all other bench personnel (must not be older than three years at the start of the tournament)
e.) SafeSport Certification: for all coaches & all other bench personnel (must not be older than one year at the start of the tournament)
f.) Guest Player Paperwork (if applicable)
g.) Tournament Liability Release Form: must be signed electronically through SportsForms by each player’s parent/guardian
h.) Team Contact List: completed via SportsForms registration process

The two items listed below are not required to be uploaded via SportsForms, however, a team contact must have them on hand throughout the tournament:
i.) Medical Release Forms: signed by the parent or guardian of each player
j.) Heads Up Parent/Athlete Concussion Sheet: signed by the player and the parent/guardian of each player

For USYSA teams registered outside of Michigan (other state associations):
a.) Player Cards: official color copy of cards with a clear photograph of each player
b.) Official Team Roster: copy of your current official roster, signed by the league registrar
c.) Risk Management Cards: for all coaches & all other bench personnel (must not be older than one year at the start of the tournament)
d.) Heads Up Concussion Certificates: for all coaches & all other bench personnel (must not be older than three years at the start of the tournament)
e.) SafeSport Certification: for all coaches & all other bench personnel (must not be older than one year at the start of the tournament)
f.) Guest Player Paperwork (if applicable)
g.) Tournament Liability Release Form: must be signed electronically through SportsForms by each player’s parent/guardian
h.) Team Contact List: completed via SportsForms registration process
i.) Travel Papers: all USYSA teams traveling from outside Michigan must provide appropriate travel documents approved by their state association

The two items listed below are not required to be uploaded via SportsForms, however, a team contact must have them on hand throughout the tournament:
j.) Medical Release Forms: signed by the parent or guardian of each player
k.) Heads Up Parent/Athlete Concussion Sheet: signed by the player and the parent/guardian of each player

For foreign teams (teams coming from a CONCACAF nation):
a.) Players must present passports at registration or, if from a nation that the United States does not require a passport, proof of entry into the United States that is required by the United States
b.) Teams are required to have and submit via SportsForms player picture identification cards
c.) Teams must have a completed form from its Provincial or National Association approving the team’s participation in the tournament
d.) Risk Management Cards: for all coaches & all other bench personnel (must not be older than one year at the start of the tournament)
e.) Heads Up Concussion Certificates: for all coaches & all other bench personnel (must not be older than three years at the start of the tournament)
f.) SafeSport Certification: for all coaches & all other bench personnel (must not be older than one year at the start of the tournament)
g.) Guest Player Paperwork (if applicable)
h.) Tournament Liability Release Form: must be signed electronically through SportsForms by each player’s parent/guardian
i.) Team Contact List: completed via SportsForms registration process

Risk Management Policy:
This tournament hosted by Boyne Mountain adheres to the Michigan State Youth Soccer Association (MSYSA) Risk Management policies which can be found at www.thetournamentcenter.com. All coaches, assistant coaches, and team managers from MSYSA registered teams will be required to present their risk management card if requested at any time during the tournament. Non MSYSA team officials must be able to provide their association’s equivalent of Risk Management documentation.

Concussion Policy:
The Boyne Bavarian Cup Tournament adheres to the MSYSA concussion policy. As such, all MSYSA head and assistant coaches must be able to provide their CDC Heads-Up Concussion Certification. Any non-MSYSA coaches (head and assistant) must be able to provide the CDC Heads-Up Concussion Certificate or the NFHS Concussion in Sports Certificate. In addition, teams must be able to provide the Michigan Department of Community Health/CDC Parents and Athlete Concussion Information Sheet for each player attending the tournament. Certificates must be within 3 years from the date of the tournament.

SafeSport Policy:
All registered teams must be able to provide a SafeSport certificate for all coaches, assistant coaches, team managers, etc. who will be present on the team bench. This certificate must be dated within one year of the tournament.


2.) Calendar Birth Year Registration:
Teams will be registered based on Calendar Birth Year. All age groups will have a cut-off date of January 1. Players on a team registering at a particular age group must meet the birth year requirements listed below. Per MSYSA rules, players may play in a higher age group, but cannot play down.

U9 - born in 2016
U10 - born in 2015
U11 - born in 2014
U12 - born in 2013
U13 - born in 2012
U14 - born in 2011
U15 - born in 2010
U16 - born in 2009


3.) Rosters:
Official team rosters for the Fall 2024/Spring 2025 season must be on file with the Boyne Bavarian Cup Tournament Headquarters prior to the start of competition. Per MSYSA rules, a player may be rostered on a max of TWO teams during the tournament (this includes guest players) as long as the 2nd team is in a lower bracket and/or older age bracket. Players must still be listed on the team’s official tournament roster in order to play. Any team playing an unrostered player will result in a forfeit of all matches.

See below guidelines for maximum roster size per age group:
7v7 - 12 players maximum (U9-U10)*
9v9 - 16 players maximum (U11-U12)
11v11 - 22 players maximum - limited to up to 18 players dressed/benched per game. Players may rotate for each game. (U13-U16)
*U7 and U8 age groups are permitted to ‘play up’ in U9 divisions

Please note that for the purposes of this tournament, girls can play on boys teams, but boys cannot play on girls teams.

Guest Player Policy and/or Club Passcard Policy:
Up to 5 guest players (from outside a team’s club) are allowed per team. Guest players must have current player passcards, medical release forms, and heads up concussion forms completed. All leagues/clubs must use the MSYSA Guest Player Loan Form and pay all applicable fees prior to the tournament start date.

An unlimited number of club passcard players are allowed per team provided that at least 51% of the players appearing on a tournament roster also appear on a team’s league roster.

Definition of “Club”
A ‘club’ is defined as an organization providing soccer to youth players. This organization must either be a direct member of MSYSA or one that registers players with MSYSA through an affiliated member. At no time shall an affiliated member of MSYSA who functions as a “scheduling league” also be considered a “club.”

In the case where a club sets up one or more satellite clubs in the state, those satellite clubs may only be considered part of the main club for the purposes of the Boyne Bavarian Cup Tournament if the teams and players from the satellite club are registered with the main club and their registration software. The only exception to this rule is if all of the following criteria are met::
a.) The main club and satellite club have the same Board of Directors
b.) The main club and satellite club have the same Tax ID number
c.) The main club and the satellite club are in the same MSYSA District as determined by the MSYSA Board of Directors


4.) Length of Game:
(7v7) 2x 25 minute halves (prelim, semi, & finals)
(9v9) 2 x 30 minute halves (prelim, semi, & finals)
(11v11) 2 x 35 minute halves (prelim, semi, & finals)

Note: Games may be shortened to maintain the integrity of the schedule during the preliminary and semi-final games. There is no overtime during preliminary rounds. Games are on a running clock - there will not be stoppage or injury time.


FIFA Rules apply unless otherwise listed in these Boyne Bavarian Cup Tournament rules.

5.) Elimination of Heading at 11 and Under:
a.) All players age 10 and younger, regardless of what age group they plan in, may not head the ball.
b.) All players in the U11 age group or younger may not head the ball.
c.) Heading the ball by these players shall result in an indirect free kick awarded to the opponent at the spot of the infraction. If the header occurs within the goal area, the indirect free kick shall be taken at the goal box parallel to where the foul occurred.
d.) If a U11 player is playing up (playing with U12 or higher), the coach and parent/guardian of that player will take on the responsibility of educating that player on not heading the ball during play.


6.) Substitutions:
Must be made from the centerline and only with the referee’s approval. Substitution requests may be made at the following times:
a.) Before a goal kick
b.) Before a throw-in for your team or on the opponent’s throw in if the opponent is substituting
c.) After a goal
d.) At halftime
e.) After an injury (one for one)
f.) After a yellow card (one for one)


7.) Team Benches & Spectators:
Teams and coaches will be on the same side, with spectators from both teams on the opposite side. Coaches are responsible for their spectators’ behavior. Dissent and/or referee abuse from a coach (or bench personnel), player, or spectator will not be tolerated.


8.) Game Sheets:
At the completion of each match, the coach or team manager from each team must sign the game sheet (make sure the score is correct before signing). Once the referee has signed, the home team is responsible for delivering the game sheet to Tournament Headquarters immediately. Once the game sheet is signed, the score will be recorded as reflected on the signed sheet and will remain final.


9.) Awards:
Individual and team awards will be given to the first and second place teams in each division. In order to receive awards, teams must come to the Tournament Headquarters.


10.) Game Balls:
Game balls will be provided by the home team (the home team is the first team listed). U9-U12 will use a size 4 ball. U13-U16 will use a size 5 ball.


11.) Player Equipment & Uniforms:
a.) Shin guards are mandatory and must be covered by socks
b.) Both hard casts and soft casts are allowed upon approval of the referee
c.) Teams must bring two sets of uniforms (home & away) to all games. Home teams (the first team listed on the schedule) are asked to wear their whites or lightest kits; away teams should wear their darkest kits available. In the event of a conflict, the home team will change uniforms.
d.) All players on the field must have numbers clearly visible on their jerseys. Numbers must match what is stated on the team’s tournament roster. Duplicate numbers will not be permitted.
e.) In the event that a home team’s goal keeper’s jersey is too similar to the color of the away team, the referee may require them to change their jersey color.


12.) Division Standings:
Win = 3 points
Tie = 1 point
Loss = 0 points


13.) Tie Breaker:
If teams in a division have the same number of points, final placing will be determined by the following system in the order listed below:
1.) Head to Head (not applicable if more than two teams are tied)
2.) Net Score: goals scored minus goals allowed (max of 4 per game)
3.) Least goals against
4.) Most wins during preliminary round of games
5.) Most goals scored (max of 4 per game)
6.) Penalty kicks: 5 per team, alternating. If tied after 5 each, 1 per team will be selected until tie is broken. Players do not need to be on the field at the end of play in order to take a penalty kick. Tournament Director will determine time and field location. A coin flip will determine who goes first (away team calls).


14.) Ties During Championship or Playoff Games:
Ties will be settled by two 5-minute overtime periods. Both periods will be played for the full duration. If a tie still exists, penalty kicks will take place following rule #13-6.


15.) Forfeitures:
To keep the tournament running on time, a grace period of 10 minutes will be allowed after the scheduled kickoff time before the game is awarded to an opponent for a team that fails to field the minimum number of players as listed below. A forfeit will be recorded as a 3-0 score. A team that is responsible for a forfeit will not advance from their bracket. Any use of illegal players will result in a forfeiture of all games.

7v7 - minimum of 5 players (4 field players and 1 goalkeeper)
9v9 - minimum of 6 players (5 field players and 1 goalkeeper)
11v11 - minimum of 7 players (6 field players and 1 goalkeeper)


16.) Referee and Referee Assigning Policy:
Referee’s decisions are final - no protests or appeals will be entertained.

The Boyne Bavarian Cup Tournament will use a 2024 USSF certified assignor to assign all referees employed for the Tournament. All referee assigning will be done through Refinsight. Referees must show the certified assignor proper identification to verify identity.


17.) Ejections & Red Card Policy:
All players, coaches, and managers are expected to conduct themselves within the spirit of the Laws of the Game. As such, any player, coach, or manager who is ejected (red card) from a game must sit out the remainder of that game and will be ineligible to participate in the next scheduled game.
a.) If a player is ejected from a game, the team will play short. If less than the minimum amount of players remain on the field, the game will be stopped and the score will stand at the time of ejection.
b.) The referee will note any infractions on the game sheet before it is signed by the team managers/coaches. The individual’s name, player number, and reason for the red card must be noted.
c.) The field marshal will retain the ejected individual’s player pass card and will deliver to the Boyne Bavarian Cup Tournament Headquarters. After the required number of games is served, the coach or manager is responsible for picking up the player pass card from the Tournament Headquarters.
d.) The Tournament, in agreement with the USYSA Tournament Hosting Agreement, will take the following action:
i.) The issuance of all red cards, yellow cards, and other matters involving the conduct of a team, its players, coaches, or supporters will be recorded by our organization. This information shall be reported to the home State Association and home Club/League.


18.) Protests & Disputes:
Referee decisions are final - no protests or appeals will be allowed.

In the event of a score dispute, the Tournament Committee will determine the final outcome by referring to the original signed game sheet (it is the responsibility of the coach/manager to make sure the score is correct before signing).

Any disputes over a non-referee decision and any disagreement that cannot be resolved by the listed rules will be settled by the Tournament Committee. Decisions made by the Tournament Committee are final and may not be appealed.


19.) Inclement Weather:
The Tournament Committee and/or Tournament Director have the right to stop games due to weather. In the event of a game stoppage due to weather conditions in the first half, the game will continue once conditions have improved if time permits. If time does not permit, a 0-0 tie will be awarded.

In the event of a game stoppage due to weather conditions in the second half, the game will continue once conditions have improved if time permits. If time does not permit, the score of the game will stand.


20.) Tournament Cancellation/Refund Policy:
Should the tournament be canceled due to lack of sufficient team numbers to conduct a tournament, team fees will be refunded to the original method of payment (minus a $50 administrative fee). Credit/debit card fees will not be refunded.


21.) COVID-19 Refund Policy:
If the Boyne Bavarian Cup tournament is canceled by the MSYSA due to COVID-19, all teams will be refunded 100% of their team fee (less card fees) in the same form as payment was made.


22.) 7v7 Small-Sided Games Provision:
Offside will be called from the buildout line to the endline. The buildout line will be utilized - per US Soccer, the buildout line promotes playing the ball out from the defensive third in a less-pressured setting. When the goalkeeper has the ball in hand during play from the opponent or a goal kick, the opposing team must move behind the buildout line. After the goalkeeper puts the ball back into play, the opposing team can cross the buildout line. Goal kick restarts are started with the ball on the ground placed inside the 6-yard box. Punts or drop kicks are not allowed.

All free kicks outside of the penalty area will be indirect. All restarts from inside the penalty area will conform to FIFA rules for penalty kicks, which will be marked 8 yards from the goal line.

Per FIFA rules, on pass back to the keeper, the goalkeeper may play the ball at feet, but not handle.

A one-ref system will be utilized for 7v7 games.

Headers are not allowed for U11 and younger players. See rule #5 for more information.
